Road Economics Projects
Land Transport New Zealand Evaluation Reviews
Land Transport New Zealand reviews a selected sample of the
economic evaluations submitted to it in support of subsidy
applications for capital expenditure projects. Warwick Walbran
Consulting Limited undertakes these reviews on behalf of Land
Transport New Zealand. This work is regarded as being
significant for other Road Controlling Authority clients as it gives
them confidence that we are very familiar with Land Transport New
Zealand requirements and viewed by them as being very competent
practitioners.
Outcome – Land Transport New Zealand has an understanding of the standard of all evaluations and increased confidence in the answers obtained for the reviewed evaluations

Taihape – Napier Road (full project details)
The Taihape-Napier Road runs between Taihape township and State
Highway 50 at Omahu. The route is 133.35 km long, 37.3 km of
which is unsealed. The route bisects the largest area of the
North Island not served by a State Highway. Upgrading, sealing
and declaration as a State Highway would result in substantial
diversion of existing traffic flows from the alternative State
Highway routes (Manawatu Gorge and/or Napier Taupo Road).

TDM Rail and Sea Freight Projects
Wellington Commuter Rail (full project details)
Wellington is unique among New Zealand’s major cities in
that it exhibits the demographic and topographic features that are
generally regarded as critical to the successful operation of
commuter rail (or other capital intensive, linear rapid transit
system). These are population concentrated along the linear
routes and a centralised trip attractor.

Coromandal Quarry Aggregate Barging (full project details)
H G Leach & Company Ltd is a privately owned quarrying and
contracting company, based at Paeroa in the Thames Valley. The
company sells quarry aggregate into the Auckland market. The
aggregate is transported from Kopu in the Coromandel to Henderson in
Auckland by road in truck and trailer units.

Central Log Rail (full project details)
This proposal was for a project that met the Government’s,
Transfund’s and the Regional Councils’ aims for the land
transport system by removing a significant quantity of freight
traffic from two key State highways.

Limited.
Northland Woodchip Transport (full project details)
CHH Pulp & Paper operate a kraft pulpmill at Kawerau, which
manufactures a range of kraft pulp products. Key raw material
for fibre cement pulp is sawmill chip with long fibres, which are
more prevalent in chip sourced from Northland. A key component
of CHH’s growth strategy for their kraft pulp business is to
secure the fibre required and to implement a logistics solution that
ensures the investment delivers a return over the long term.

Public Transport Projects
Paekakariki to Pukerua Bay Dual Tracking (full project details)
The North Island Main Trunk line between Paraparaumu and
Wellington is dual tracked except for the section between Pukerua
Bay and Paekakariki. While this single tracked section is not
a major constraint on commuter rail operations at present it will
become so in the foreseeable future.

Real Time Passenger Information Tenders
The Waikato Regional Council (Environment Waikato) made a decision to implement Real Time Passenger Information on their subsidised bus services. They engaged Warwick Walbran Consulting Limited to assist with the preparation of tender documents and as a member of the three-person tender evaluation team.
Public Transport Services Tenders
The Waikato Regional Council (Environment Waikato) engaged Warwick Walbran Consulting Limited to review draft tender documents for Passenger Transport (bus) Services and as member of the tender evaluation team for these contracts. The role included advising Environment Waikato on improvements to process for future tender rounds.
